How this works:
1. create a 25 second video that helps us keep Tennessee teens safe in workzones.
2. Upload the video to YouTube.
3. Fill out the entry form on www.betweenthebarrels.com and include the YouTube link to your video.

Entry Dates:
Any time between January 5th and February 28th.
Online Voting:
Will happen from March 1st to March 10th (20%). Make sure all your friends know where to vote for your video!

TDOT Judging:
Video entries will be judged on the basis of concept/idea (20%); effectiveness of the message (40%); and creativity (20%)

Regional Winners:
One winner will be selected from the television viewing areas around Memphis, Nashville, Knoxville, Chattanooga, and Tri-Cities. All Tennessee high school students are eligible.

Grand Prize Winner:
The winning team will have their video aired on TV stations across Tennessee. But that's not all, winners also receive a $500 gift certificate to Best Buy and a set of Bridgestone tires.

Between the Barrels: Project Orange Video Contest Rules
THE TENNESSEE DEPARTMENT OF TRANSPORTATION'S "BETWEEN THE BARRELS - PROJECT ORANGE" CONTEST IS OFFERED ONLY IN THE STATE OF TENNESSEE BY THE TENNESSEE DEPARTMENT OF TRANSPORTATION ("TDOT") AND CONTEST PARTNERS TO PROMOTE TDOT'S ONGOING COMMITMENT TO DRIVER SAFETY AND EDUCATION.

1. Eligibility: Contest is open to legal residents of the State of Tennessee, who are currently age 13-19 and enrolled in a Tennessee high school. Employees of TDOT, as well as, the immediate family (spouse, parents, siblings and children) and household members of each such employee are not eligible. Contest is void where prohibited.

2. Timing: The contest begins on January 5, 2009 at 12:00 a.m. Eastern Time ("ET") and ends on March 1, 2009 at 11:59 p.m. ET (the "contest period"). Administrator's computer is the official time-keeping device for the contest.

3. How to Enter: Entry in the Contest is available only at www.BetweentheBarrels.com. Entrants must submit an original video 25 seconds in length on one or more issues or topics relating to teen work zone automobile driving safety. The video should convey effective ways to improve work zone driver safety for drivers ages 16 through 21 and may not contain any work (in whole or in part) which is the subject of a copyright or infringes the intellectual property rights of any third party. Video must be the original work of the entrant. To enter, upload the video to a YouTube account, then submit the video link and the completed official entry form to the BetweentheBarrels.com website. Entry must be submitted no later than 11:59 PM Eastern Time on 3/1/09. Limit of one entry per person. Entries become the sole property of the Tennessee Department of Transportation (TDOT) and will be neither acknowledged nor returned.

4. Judging/Voting: Qualified individuals will judge video entries on the basis of concept/idea (20%); effectiveness of the message (40%); and creativity (20%). On-line voting will comprise 20%. Accepted entries will be posted to the contest web site and winners will be posted on the Web site, the Facebook profile and the YouTube profile. The videos will be available for contest-winner voting from the contest web site. Voting will be open to the public beginning 3/1/09 and ending at 11:59 PM Central Time on 3/10/09. In the event of a tie, the tied videos will be re-judged by qualified individuals on the basis of creativity (50%) and expression of the ideas discussed in the video (50%). Names of entrants will not be disclosed to judges.

A state-wide winner will be chosen via the stated judging criteria. Prizes will also be given to the best evaluated entry in each of the five viewing regions of the partner television stations. The state-wide winner will be announced on April 6, 2009. Each participant with the state-wide winning entry (up to a maximum of 5 participants) will receive a set of Bridgestone or Firestone tires (up to $600 value per set), a $500 gift certificate to Best Buy and the opportunity to have the 25 second video aired on television stations across the state. All prizes will be provided by TDOT's contest partners.

5. Winners: Prizes may not be transferred. No cash or other substitution may be given for a prize except that contest partners reserve the right to make a substitution, in whole or in part, for a prize of comparable or greater value. Winners are responsible for all taxes on a prize and any expenses not specified relating to the acceptance and use of a prize. Determination as to whether a winner is properly enrolled in a school shall be made by TDOT in its sole discretion; and winners will be responsible for promptly providing any documentation relating thereto requested by TDOT. TDOT reserves the right to contact school directly.

6. General Conditions: The state-wide winner and each regional winner will be notified by a traceable form of delivery and e-mail or telephone. Each winner will be required to provide within a specified time period evidence satisfactory to TDOT of enrollment as a student, a completed and signed Affidavit of Eligibility and Liability Release and a Publicity Release and, as determined by TDOT, an assignment or license to TDOT of all rights of ownership and copyright to the submitted video and a consent for TDOT to use the video, in whole or in part and as edited by TDOT in its discretion, in all media for educational and other uses without additional compensation or prior review. In addition, a separate Talent Release Form (downloaded from the contest web site) signed by each individual appearing in the video will be required to be submitted. Failure to return the required documents in a timely way, or the return of any notification as undeliverable, will cause the entry to be void and an alternate finalist to be selected. If a finalist is under the age of 18, all documents must be confirmed, ratified and signed by the finalist's parent or legal guardian.

By participating, entrants (and if under 18 years old, his or her parent or legal guardian) agree to:
(a) abide by these official rules and to the decisions of the judges and TDOT and its agents in all matters, including the voting process, relating to the contest, which decisions shall be final in all respects;
(b) release, indemnify and hold harmless TDOT and our contest partners/sponsors from any and all claims, liabilities, losses or damages of any kind whatsoever, including but not limited to the infringement of intellectual property rights of others, resulting in whole or in part from their participation in the contest and the acceptance and use of the prize;
(c) if a winner, consent to the use of their name, likeness and location for advertising and publicity purposes by TDOT, in its sole discretion, for promotion of driving safety; and (d) represent that the video submitted is their sole and original work and does not infringe on the intellectual property right of any other party. Participants agree that TDOT and its agents are not responsible for late, lost or misdirected entries or mail, or for error, omission, interruption, deletion, defect, delay in transmission, theft or destruction or unauthorized access to or alterations of entry materials, or for technical, network, computer, hardware or software malfunctions of any kind, or inaccurate transmission of or failure of TDOT and its agents to receive entries for any reason whatsoever or for any errors, mishaps or problems, regardless of the cause, in the voting process. In the event TDOT determines that the integrity of the Contest has been impaired or corrupted for any reason and as a result cannot be offered or completed as planned, TDOT reserves the right in its sole discretion to cancel or terminate the contest and to select winners from among eligible entrants legitimately received prior to the event causing cancellation or termination; and notice of cancellation will be posted at www.tn.gov/tdot. The Contest shall be governed by and interpreted under the laws of the State of Tennessee.
